The root cause for Windows 7: "You don't have permission to shut down and restart this Computer."

After research and investigation, NPAV Lab has reproduced and confirmed, the following reason for the Windows Shutdown / Restart permission issue
The recent update from Adobe around 4th Feb 2020, was responsible for this issue.
The actual responsible file was: AGSService.exe
"C:\Program Files (x86)\Common Files\Adobe\AdobeGCClient\AGSService.exe"
This file is related to the :
Adobe Genuine Software Integrity Service
This service is installed with a few Adobe products.
So as per the above analysis, Microsoft or Windows 7 was not the reason for this issue after all.
