Cloudflare's latest DDoS Threat Report for Q2 2025 reveals that the company successfully mitigated the largest distributed denial-of-service (DDoS) attack on record, peaking at an astonishing 7.3 terabits per second (Tbps) and 4.8 billion packets per second (Bpps).

These hyper-volumetric attacks highlight the evolving nature of threats targeting critical infrastructure. On average, there were 71 such incidents per day, with over 6,500 blocked. Notably, attacks exceeding 100 million packets per second surged by 592% compared to the previous quarter, indicating a shift towards overwhelming bandwidth and processing capabilities.

Despite a decrease in total DDoS attacks from 20.5 million in Q1 to 7.3 million in Q2, these figures remain 44% higher than in Q2 2024. HTTP DDoS attacks saw a significant increase of 129% year-over-year, while L3/4 attacks dropped by 81%.

Emerging threats include ransom DDoS incidents, which rose by 68% quarter-over-quarter, with many attackers remaining anonymous. Geographically, China was the most targeted country, followed by Brazil and Germany.
